Publishing Open Access: Publish Your Article OA Without APC

Publish Your Article OA Without APC (Read and Publish Agreements)

Within the scope of Read and Publish agreements, corresponding authors affiliated with the IZTECH can publish open access in Wiley, Springer Nature, ACS (American Chemical Society), RSC (Royal Society of Chemistry), and ACM (Association for Computing Machinery) Digital Library journals without paying the article processing charge (APC).

Read and publish agreements seek to shift the contracted payment from libraries to publishers away from subscription-based reading and towards open-access publishing.

Open Access Publishing in Wiley Journals

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, a “Read & Publish” agreement was signed with Wiley publishing, covering the period 2023-2025.

  • By corresponding responsible authors affiliated with IZTECH, article publication charges (APCs) for “Research Article,” “Review Article,” “Data Article,” and “Rapid Publication” published in Wiley’s Hybrid Journals and Gold Journals (exclude Hindawi) included in Q1, and Q2 of Web of Science (WoS), can be covered as part of TUBITAK’s Read&Publish agreement with Wiley.  Click here to access the list of eligible journals.
  • Responsible corresponding authors should use the IZTECH email address when submitting an article for publication to be approved to be published open access with no transactional APCs.

Note:  There is a “national annual OA article publishing quota” within the scope of the agreement. The APC will be offered for the articles on a first-come, first-served basis. If there is a right to publish an AE article in the quota, its approval will be given by ULAKBİM. In the event that the annual OA article publishing quota expires, the author of the relevant publication will have to pay the APC fee himself or the funding agency.

Key Elements of the TÜBİTAK ULAKBİM and Wiley Open Access Article Publication (Read & Publish) Agreement

Open Access Publishing ACS Journals

A Read and Publish agreement has been made with the American Chemical Society (ACS), to which we subscribe, through ANKOS (Anatolian University Libraries Consortium). Due to our subscription to ACS Journals, your publications as a corresponding author will be published as open access in ACS journals without the article processing charge (APC). The agreement covers publication in all ACS journals, including ACS OmegaJACS AuACS Au collection, and all ACS hybrid journals. The agreement does not include publishing eBooks or articles that are additions, corrections, or editorials.

Within the scope of the agreement, our quota for Open Access (OA) publications in ACS journals without paying the Article Processing Charge (APC) is set as eight (8) for 2024. The IZTECH Library will approve article funding requests for OA publication on a “first come, first served rule.” If the annual quota for publishing an OA article is exhausted, and the authors want to have their article published as OA, the author of the relevant publication will have to pay the APC fee themself.

Important Details:

1) the submitting corresponding author must indicate affiliation to our institution by selecting the institution from the dropdown list in their Paragon Plus profile. The submitting corresponding author must be identified as the individual who is to communicate with ACS throughout the peer review process, and

2) the submitting corresponding author should utilize their university email address in their Paragon Plus profile to better assist the agreement administrator in determining qualification.

Corresponding authors meeting all of the criteria mentioned above will be referred to as “qualifying authors.” As a qualifying author, a funding request will be automatically generated at the time of manuscript acceptance. You will receive a notification from Copyright Clearance Center once action is taken on the funding request.

When completing the Journal Publishing Agreement, your manuscript should be identified as belonging to the agreement. If the manuscript is not identified as belonging to the agreement or if you have problems with the open access publication of your article, don’t hesitate to get in touch with us at library@iyte.edu.tr .

Open Access Publishing in RSC Journals

We have an agreement with the Royal Society of Chemistry (RSC) that allows us to publish two (2) Open Access (OA) articles in RSC Hybrid Journals in 2024 without paying the Article Processing Charge (APC).

Article funding requests will be approved for OA publication on a “first come, first served rule.” If the annual quota for publishing an OA article is exhausted, and the authors want to have their article published as OA, the author of the relevant publication will have to pay the APC fee themself.

Open Access Publishing in ACM Journals

Due to our subscription to ACM Digital Library, your publications as a corresponding author will be published as Open Access in ACM’s titles (journals, magazines, conference proceedings) at no additional charge.  See the list of eligible journals via this link: https://libraries.acm.org/subscriptions-access/publications-eligible-for-oa

You must use your IZTECH e-mail address when submitting the article as a corresponding author. Click here to see information about Author’s Rights.

Open Access Publishing in Springer Nature Journals

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, a “Read & Publish” agreement was signed with Springer Nature, covering the period 2024-2026.

  • Within the scope of the agreement, publications of the “Original Article,” “Review Article,” and “Continuing Education” types in the Q1 and Q2 Group Springer Nature Hybrid Journals in the Web of Science (SCI, SSCI, AHCI) will be within the scope of Open Access (OA) support.

  • Click here to access the list of eligible journals (valid between 01.01.2024 and 31.12.2024). (The Q1/Q2 list to be published in JCR on 01.07.2024 will be valid until 31.12.2025.)

  • It will be possible to publish “Open Access” publications submitted and accepted to Springer Nature hybrid journals within the scope, if the author wishes, without paying the Article Processing Fee (APC).

If the annual OA article publishing quota expires, the author of the relevant publication will have to pay the APC fee himself or the funding agency.

About BMC Journals:

The transformative agreement signed between Springer Nature and ULAKBİM does not cover BMC group journals. However, a 75% discount will be applied to our country's APC in BMC journals as part of the piloting. This means that authors who publish in 62 BMC journals will only be required to pay 25% of the total APC fee.
